Carlos Germán Debiais García is a photographer and audiovisual creator from Punto Fijo, Falcón state. On November 12, 2021, he was arbitrarily detained by officers of the General Directorate of Military Counterintelligence (DGCIM) and the Industrial Security Directorate (DSI) of Petróleos de Venezuela (PDVSA) while photographing and operating a drone near the Amuay Bay viewpoint in the Judibana oil complex on the Paraguaná Peninsula. Authorities accused him of espionage-related offenses after alleging that he had taken images of strategic infrastructure, despite his family maintaining that he was engaged in photography for professional and artistic purposes. Following his arrest, he remained in pretrial detention while his case was handled under national security charges. Human rights organizations and press freedom advocates expressed concern over his prosecution, noting that the criminalization of photographing public spaces and strategic facilities has become part of a broader pattern of restrictions on freedom of expression and the use of national security laws against civilians. His judicial proceedings were marked by prolonged delays, and he remained deprived of liberty for an extended period before his case advanced through the courts.
